Civic participation at the local level: community plebiscites and direct election of Regional Councilors

Abstract

Society demands ever more opportunities for civic participation.
These, obviously, should occur at the local and regional level. Therefore,
this paper is a review of the legislation on citizen participation, namely
‘communal plebiscites’, and direct election of Regional Councilors.
