Democracy and exclusion: a contradiction of the system

The democratic system, which has established itself as a model
where the majority rules but the minorities are respected, endures a vice that has formed from its origins. A number of people still cannot participate
in public decision making even if they want to. This paper deals with
the issue of women that as a group has historically been confined to the
private, not in the public realm; and with immigrants who, because of the
concepts of nationality and citizenship are marginalized from effectively
participating in their State of residence. These are the examples in today’s
democracy which excludes a number of actors who could contribute much
in the national life.
