Abstract
Since the early 90s, our society is undergoing different changes associated to the massive use of technologies of information and communi-cation (ICT). In the context of this new social model —called Information Society— public administrations have to adapt by introducing new techno-logies in their everyday activities. However, the transformation of public administrations goes beyond the use of ICT. The change that has occurred is a transformation from a paper-and-pencil administration to a real e-Gover-nment. This requires changes in the law and in the relations between admi-nistration and citizens. This paper analyses the development of this process in the public administrations of Spain.
