Political parties and legislative production in Peru: 2006-2011

This research analyzes the legislative production during the second
term of Alan García (2006-2on) from a quantitative point of view.
For that, its exposed the main powers of the executive and congress as well
as the Peruvian party system in the 2006-2on period. Subsequently, this
paper examines the success rates of the bilis submitted by ali political actors
with authority to do so. Apparently, the high and growing party fragmentation
hindered the approval of bilis from both the ruling and opposition
parties. The executive of Alan García also held out a high use of the decree,
however common practice in the country. This situation is accompanied
with a highly fragmented and scarce institutionalized party system, which
would be promoting a secondary role for party organizations in the political
system, regarding the role they may play in other circumstances.
